Why are the only possible network masks 16 and 20 bits? I see that the IP addresses of N-west (10.9.1.1) and B (10.9.8.7) share the first 20 bits, so why couldn't the network mask be anything up to (and including) 20 bits? Wouldn't the network parts of the IP addresses of N-west and B be the same with any mask <= 20 bits and so any such mask is valid?

Yes but the answer says that a possible answer is 16 bits and 20 bits but it is not the only possible answer.
