I am not sure I understand the question. Are you asking us how we can find a breach to make our favorite proposal beat "nothing"(4 votes) or are you asking us to find a way to prevent people from exploiting that breach?
Q3 says: "What would be an approach to address the Sybil problem introduced in section 3?
You need to answer both: How to breach and how to mitigate.
Do you expect us to explain how to mitigate the breach or do you want us to give code lines to mitigate the breach ? If it's the second option, it's gonna be a bit tricky as we never really learned to code in solidiy :(
It is not necessary to give the code.
