Field equation continuum model

It is mentioned that we can use an abstract variable like the head direction of a mouse \theta instead of location of the neuron x in the Field equation.

But I don't understand how we can interpret the equation in the case we use \theta:

1.  h(x,t) means the potential of the cell at location x. What would h(\theta,t) mean ?

2. w(x-x') are the weights for neurons from location x' to x. what would w(\theta-\theta') mean ?
