In the description it is said "Knowing T^n = (T1, ..., Tn), Bob tries to decode the message sent with a decoder dec". Does this imply that Bob has knowledge of T^n?

Yes, the decoder is assumed to know the times when Alice hangs up (namely the T^n := (T_1,T_2,....,T_n)).
