Well... simply counting:
- if you have 6 tags, the maximum number of initial probabilities to be considered is 6
- and the maximum number of transition probabilities to be considered is 6x6 (order-1 limited syntactic scope)
- then for 26 words, the maximum number of emission probabilities to be considered is 26x6 (limited lexical conditioning)
Notice that the number of free parameters was also accepted as correct.
