dogs barks in morning

Why does this have both constraints as the answer?

dogs bark in morning seems correct, so shouldn't it just be selectional?

No, "in morning" is not correct. In this case, "morning" should be preceded by some form of determiner, e.g. "in the morning", "in this morning", "in that morning", ...
Thus, the sequence "in morning", which corresponds to a "Prep Noun" sequence is violating the word order of standard English.
