Question regarding "part8: packet vs connection switching"

We started of with the scenario, in which we have 2 x 2pkts/s src establishing a connection to a connection switch, since it has an output throughput of 4pkts/s.

In the next scenario, where src1 is sending 4pkts/s and src2 is silent, do we assume that they originally connected to the switch will an announced input throughput of 2 pkts/s each? Or is it a different scenario in which src1 is connecting, announcing a avg. throughput of 4pkts/s? I believe its the first, but I just want to be sure.

Indeed, it is the first scenario, where the source negotiated 2 pkt/sec with the switch (and this is why the switch is not allowing the source to send 4 pkts/sec).
