Could you please explain why at question 8 of the 2019 quizz(A), the answer is not exactly R ?

You see, we know that the transmission delay for a file of size F is F/R. If that would be all, the average throughput would be:
F / (F/R) = F * R/F = R.
Now, we didnt consider a possible queuing delay, processing delay or propagation delay. Let's call their total delay T. T is much smaller then F/R (transmission delay) but most likely T>0. Then:
F / [F(/R) + T] <= F/(F/R) = R.
