CS-438: bingossip.go Implementation

Hello,

Are we suppose to implement BroadcastMessage and RegisterHandler in the file bingossip.go ? All tests passes, without implementing them.

No, bingossiper.go is just for us, no need to do anything there, sorry if it was unclear.
